I made a town, when i go to put homes up, i can only put 3. i created the homes and they only take up 1300.

You must be pretty new to RPGM2.
The Object Placement Editor allow a total block capacity of 512 per map. Once you reach this limit no other blcoks will be displayed.
If you create a map using the dungeon editor, which itself allows 1024 blocks, you then still add the 512 blocks worth of buildings to give you alittle more to work with.
This limit can not be overcomed, we have all tried.
I suggest reading Agetec's RPG Maker 2 board and reading all of the posts titles RPG Maker 2 FAQs and the one called RPG Maker 2 Tips and Tricks. These two posts will answer the majority of your questions.

Something that I found to be helpful is to make sure all of your buildings are hollow inside. (In other words, any block that is completely buried from all angles isn't needed.) When I first started building buildings, they were all completely solid. After hollowing them out, I found that I was able to place a couple more. My main town has seven buildings (on the same map), all of which are about 3 blocks by 4 blocks. They probably don't need to be much bigger than that, unless you really want to get extravagant.

I made the town on map editor. ill try making the homes small and remove the blocks which r not need. Is it possible to 7 buildings on a map.

While it is true that you can only place a limited number of blocks on a map, there is a way to give the illusion of getting around it by cheating.
Making your town in seperate maps with gates dividing the sections to and from which characters can warp.
This will take a ton of memory, but if you take screen shots of the other town they can be set as background behind the gates. While they will not be on the map, at least they will make it look bigger and be visually correct.
You may have to limit camera rotation though, I have not tried using screen shots in this way... yet.

Is it possible to 7 buildings on a map. It is possible to have 200 buildings on the map if the buildings are only 1 or 2 blocks in size. The limit is not the number of buildings but the number of blocks. Well, there is a 200 placement limit (Non-event Characters + Objects + Buildings) per map as well as a memory limit per map but you get the idea. Note: event building and object buildings count together in the total number of blocks, meaning you could have 400 one-block buildings as long as half were events and half objects but the total number of blocks can't exceed 512. One other option is use events to "turn off" buildings the player can't see and "turn on" the ones they can. This may require that you limit party movement so that the events that trigger the buildings will be walked over (event set to equal), but it is an option.

Another idea I used was to save the "overflow blocks" for those invisible ramps that convey events in the illusion of flight. They don't show anyhow!
