Ok my friend needs a script, and I don't own this game though. So I can't answer very many questions. Ok, its in RPG Maker 2 for PS2 , and heres what he says:
okay, so, on RPG Maker II, I want to make it so you only get attacked by monsters if you choose to be in "hunting" mode. But, the game is set up so that enemies come up acording to the percentage set somewhere else and the unit placement. So, is there a script that would perhaps overide being attacked randomly if you choose not to?

I'm not too sure, because I've never tried this myself, but there's a variable somewhere called "Encounter Ratio" or something like that. I believe that if it's set to 100, (or 10000, if it counts decimals) then you can't be attacked by random enemies. Like I said, I've never tried this myself, so I don't really know, but your friend could give that a shot.

i believe there is a flag 'no encounters'. just have him turn that on unless he is hunting.
