What does changing the "Tempo" of a bunch of notes individualy actually do. Does it mean that if a bunch of notes are bunched together with the same tempo setting, they will go at that specified speed. Because I know what it it is in regular music but I'm not sure if I do the same thing in RPG Maker 2 with each individual notes for custom music it will actually work.
The reason I ask because I wrote a piece of music that has two speeds(122 and 144 or something like that) and I wondered if I would have to adjust the tempo settings or change the wait times to make it seem like it's going faster. I have more questions but this is it for now.

I'm not really sure of how the tempo of a note(s) is used in this game but in other forms of music it means the pace of the note(s). so the note(s) that you want to play would come in the song faster or slower depending on how high or low you set the tempo. Basically, if you have a bunch of notes and raise the tempo of those notes, then there sound will "move" faster or happen more often.
So if you want your song to slow down, then lower the tempo of the song

What lynhmyru says is right. If you lower the SFX Tempo, the sound will arrive later, and if it's higher, it will arrive sooner.

I actually thought that in RPGM2, it covered the duration of the note. All SFX are instant commands; that is, if you put two sound effects in a row without a Wait command, they will effectively occur at the same time. The only way to actually slow down a song is to change the Wait commands between the notes.
There was a post somewhere, on some forum, or an FAQ (I know, that's not very helpful), where someone figured out the right tempo to represent a quarter note, half note, whole note, etc. My only advice is to use the Wait commands to properly set the tempo of your song, and then if you find that individual notes are not ending soon enough, raise their tempo. If they're cutting off too early before the next note comes, lower the tempo.
Jugem would have better advice on this, but I haven't seen him in a while. You may want to check his forum to see if he has any advice, or try a search.

Jugem/Oblivion Dragon/Ixzion(?) has a FAQ at gamefaqs showing that. they also have the appropriate 'pitch' relation with instruments and their notes (ie: C#=-3 pitch in rpgm2 or something).

Well, I'm working on an RPGM2 music FAQ that should cover this extensively and have the exact Tempos for the various instruments for the various waits that are most likely to come up such as Bass for Waits 8, 16, 32, 64, 132, and 10, 15, 20, 30, 40, 60, 80, 160... or somethin' (I haven't done them yet). The FAQ's done except for that exact part and I'm sure you could guess why (yep, that part'll be a hassle). Truly shameless plug: if your interested in makin' yourself some good custom music, keep your eyes peeled for my custom music faq that's almost done (oh crap, that means I really gotta finish it now ). Good you got me started on it, O'doyle! One thing to mention: what Doshi mentioned is actually true, but extremely bizarre and hardly noticable. I decided to ignore it pretty quickly since we're talking fractions of a Frame, which means changes of less than 1/30th of a second, but it's up to you. I have no idea why RPGM2 put this in the game since a change of less than 1/30th of a second will not be noticable to someone unless they're playing extremely close attention and know what's coming ahead of time, which the player (not creator) won't. So when talking about Tempos go by Doan's definition in this topic. I'll go over my FAQ now and see if I can get it set up to release as a version 0.9 to help people get most of the way even if it doesn't hand them EVERY SINGLE tempo value they'll be using and whatnot.
